The Human Resources Department carries out the tasks of managing and developing human resources in the organization by constantly taking care of the human element and positively influencing the behavior of employees and developing relationships between them, and by implementing relevant modern policies and applying the principles of entitlement, merit, equal opportunities and transparency In addition to providing the necessary tools for the optimal use of human resources.

arrow Missions:

Human Resources Planning Division

  1. Implementing administrative instructions, decisions, and procedures related to personnel affairs,Transfer, assignment, entrustment, deputation, and secondment.
  2. Determine the organization’s needs for human resources by following methodologies and mechanisms, in accordance with the human resources planning instructions in the civil service system and in coordination with the various organizational units.
  3. Developing and updating job description cards in line with the changes and in accordance with the approved methodologies and mechanisms.
  4. Preparing annual plans of human resources, following up on their implementation, reviewing and updating them Preparing job formation tables.
  5. Announcing job vacancies in the organization (internally and externally), and receiving job applications.
  6. Preparing for the job interviews of the applicants.
  7. Follow up on procedures for amending employees’ statuses.
  8. Follow up on procedures for terminating employee services.
  9. Preparing career succession plans.
  10. Preparing and approving a matrix of delegation of powers for all departments in JSMO.

Human Resources Management Division

  1. Implementing administrative instructions, decisions, and procedures related to personnel affairs, such as internal transfer, unpaid leave, promotion, and disciplinary penalties.
  2. Managing the individual performance evaluation process for employees.
  3. Follow up on employees’ compliance with official working hours and overtime instructions, and supervise the preparation of overtime work lists and lists of employees’ working hours, departures, and leaves.
  4. Providing personnel services such as health insurance.
  5. Organizing and renewing employee contracts.
  6. Organizing and updating employee files and saving all documents and decisions related to them.
  7. Develop, update, and activate data bases and systems for human resources management in coordination with those concerned with knowledge management.
  8. Providing consultation and advice of human resources management to various departments.
  9. Preparing specialized studies in human resources management, such as turnover and employee satisfaction.

Training and development division

  1.  Preparing the annual training plan for the organization’s employees according to the training needs, and implementing it in coordination with the trainers and relevant bodies
  2.  Evaluating training programs and trainees and preparing reports and recommendations
  3.  Ensuring the transferring of the acquired knowledge gained from the training to other employees.
  4. Preparing plans of training newly employed staff.
  5.  Supervising the training of newly graduated trainees and students for graduation purposes
  6.  Coordinating the various training activities held in the organization.
  7.  Preparing the training plan for external parties, following up its implementation, evaluating training programs, and submitting reports and recommendations.
  8.  Following up the participation of employees in training activities and various committees and coordinate with the relevant authorities regarding this.
  9. Preparing programs to build leaders and train replacement ranks for replacement and succession processes.

Payroll and Compensation Department

  1. Calculating the basic salaries for new employees in coordination with the Civil Service Commission, evaluating comprehensive job contracts and calculating salaries commensurate.
  2.  Preparing and auditing monthly payrolls for employees of all categories and grades.
  3.  Issuing statements of monthly deductions, lists of discounts, lists of incentives, bonuses, overtime allowance, and transportation allowance.
  4. Preparing monthly statements of the due contributions of the organization related social security, income tax, and health insurance.
  5. Follow up on the conditions of those suspended from work, and delegates to determine the salaries and bonuses owed to them.
  6. Preparing studies on the cost of salaries and statistical indicators for any amendments to salaries, bonuses, bonuses, wages, and job occupancy in accordance with the provisions of the effective civil service system.
  7.  Participate in preparing estimated budgets for salaries, as well as preparing the quarterly financial matter budget.
  8. Auditing annual increases, and amending employees’ conditions, and ensuring they are reflected in the system.
