Total Quality Management unit aims to raise the efficiency and effectiveness of work and improve organizational performance by coordinating with all departments to prepare and review strategic plans and executive action plans in accordance with national priorities and legislation that meets the needs of the related parties, also to prepare and develop work procedures and methodologies, then follow up and evaluate the organizational performance and prepare Reports to enable higher management to take decisions and come up with recommendations to improve organizational performance.
The unit also contributes to spreading the culture of excellence in JSMO by supervising the application of standards of excellence awards such as the King Abdullah II Award for Excellence in Governmental Performance and Transparency and strengthening the application of principles of corporate governance and its practices.

Strategic Planning Division
- Prepare and review JSMO's strategic plan and the aligned strategic plans (such as risk management strategy, knowledge management strategy ...) in coordination with all departments.
- Follow up the preparation of the executive plans in coordination with other departments.
- Build and monitor the implementation of a system to manage the relationship with partners.
- Follow up the preparation of communication and promotion plans in coordination with other departments.
- Follow up the achievements of the departments and the progress in implementing projects.

- Manage JSMO's operations, determine service standards, review and prepare service cards in coordination with departments.
- Prepare and review work procedures and methodologies in coordination with departments.
- Follow up the processes of reviewing and modifying the administrative organization and the organizational structure of JSMO.

Monitoring and Evaluation Division
- Build and monitor the implementation of a system to manage the relationship with customers.
- Conduct to Technical internal audit on the extent to which the organizational units are committed to implementing internal work procedures and compliance with instructions and the validity of the technical decisions taken.
- Apply a system to follow up and evaluate organizational performance by following the measurement of performance indicators, measuring organizational results and following up on the implementation of corrective actions and recommendations.
- Deal with the proposals received for JSMO.
- Deal with complaints related to JSMO’s work procedures and its employees.
